The purpose and objectives of the Chapter are to:

1. Establish and maintain high standards of professional surf and open water lifesaving for the maximizing of public safety.
2. Educate the public:
   a.) In water safety in a natural aquatic environment through a program of preventative awareness.
   b.) How lifeguards serve the community.
   c.) How they can cooperate with lifesaving agencies.
   
3. Actively support the general improvement of lifesaving and humanitarian causes.
